REGULATIONS FOR GOVERNMENT SCHOLARSHIPS. (NEW SCHEME.)

1. For the better promotion of secondary education, the Government of Hongkong is prepared to assist local schools and scholars under the following conditions.

The sum annually voted by the Legislature under the denomination of "Government Scholarships" shall, after providing for the liabilities already incurred under the Regulations of 15th June, 1889, (Notification No. 272), be available for the purposes of this new Scheme, but the amount voted for any one year shall under no circumstances be exceeded, and any surplus left at the close of any one year shall lapse into the Treasury.

3. The Government offers, in the first instance, to establish from after 1st January, 1895, annually one Senior Scholarship of the value of £80 a year, tenable for three years, under the following conditions :--

(a) The competition for this Scholarship shall be open to persons who, at the time of the Examination, are under 19 years of age, have resided in the Colony for at least six years and produce satisfactory certificates of age, residence, health and moral character.

(b) The basis of the competition shall be a pass at the midsummer Examinations locally held in June each year for the purposes of London University Matriculation, and the Scholarship will be awarded to any candidate, fully qualified in the sense of the preceding sub-section (a), who obtains a pass or the relatively highest marks at the said midsummer Examination.

(c) The course of study, and the institution in connection with which the holder of the Scholarship proposes to continue studying, either in Hongkong or in Great Britain, must be approved by the Governor or Secretary of State for the Colonies.

(d) The holder of the Scholarship shall be required to enter upon the approved course of study within three months after the Scholarship has been awarded, and abstain from any variation or suspension of that course without previous approval of the Governor or Secretary of State.

(e) The foregoing conditions having been complied with, the Scholarship grant shall be payable in quarterly instalments, subject in each case to the production of a certificate from a competent and approved authority proving, to the satisfaction of the Governor or Secretary of State, continuous diligence, progress and good conduct on the part of the holder of the Scholarship.

4. The Government offers, in the second instance, to allow, from after 1st January, 1895, capitation grants for secondary education to local schools, under the supervision of the Government, having a regular class, or classes, preparing scholars for the Oxford or Cambridge Local Examinations, or for the London University Matriculation Examinations, as under :--

(a) An annual capitation grant of $20 per scholar in average attendance in a regular class of scholars beyond the scope of the Local Code of Regulations for Educational Grants-in-Aid (1893), provided that such class have been at work for at least 200 days in the year, and conducted, to the satisfaction of the Education Department, under a time table including the subjects required for a pass in the senior division of the Oxford or Cambridge Local Examinations ;

(b) An annual capitation grant of $25 per scholar in average attendance in a regular class of scholars beyond the scope of the Oxford and Cambridge Local Examination Scheme, provided that such class has been at work for at least 200 days in the year and conducted, to the satisfaction of the Education Department, under a time table including the subjects required for a pass in the London University Matriculation Examinations.

5. When, and so far as, the funds at the disposal of the Government for this new Scheme are sufficient, the Government will further offer, for the benefit of scholars attending local schools under the supervision of the Government, a limited number of Junior Scholarships, as under:--

(a) Second class Junior Scholarships of the value of $5 a month, tenable for one year each, to be allotted to a limited number of those scholars who, having gained the relatively highest number of marks in the non-religious subjects of the junior division of the Oxford or Cambridge Local Examinations regularly attend classes specified under sub-section 4, a;

(b) First Class Junior Scholarships of the value of $10 a month, tenable for two years each, to be allotted to a limited number of those scholars who, having gained the relatively highest number of marks in the non-religious subjects of the senior division of the Oxford or Cambridge Local Examinations, regularly attend classes specified under sub-section 4, b.
